Maybe reporters airing question and husky giving the big d permission to speak? difficult for me to tell what the cartoonist was going for.

I agree I don't understand what's going on in this cartoon. Theoretically the press is asking the question, why is Musk... Is he like gate keeping? "Yes you may. Donald please answer the question for the man."

maybe the point is exactly that the first panel is ambiguous. you'd think it's the press asking the question, then it's revealed to be the combover king instead.

No that is not clear... I mean, I get the structure of the joke, now that you have explained it, but I don't think that is conveyed in the comic.

Also reality is the joke.. I guess....
