Usage numbers for Co-Pilot don't justify the expenditure, so they're artificially pumping the numbers by branding more things as Co-Pilot, and integrating it with more software so there's more people using it by nature of it defaulting to on.

A couple months back they added Co-Pilot to most existing corporate Office 365 licenses for free for the same reason. Lot harder to tell higher ups no because of data leakage concerns when it's free.
