"The United States is ready to take control of the reserves of rare earth metals on Ukraine, and Vladimir Zelensky agrees. This [was] stated in a joint statement by US Senators Richard Blumenthal and Lindsey Graham*, who visited Kiev [last August]."

This is just another example of Trump announcing "deals" which were negotiated before he was in office. The trade war with Mexico was postponed due to Mexico promising to do something they were already doing. I'm guessing the same happened with Canada but didn't look into it.
