I've been turning this over in my head since City: the FA and PGMOL repeatedly say that Oliver is the best English refereedom has to offer. Perhaps that is because he knows literally all the rules and all the cases associated with them. He's like a historian who reads the Laws for fun. "Oi Simon, who wants to see me give someone two yellow cards for the same passage of play? Doesn't explicitly say I can't!"
