What happened to his face? The skin looks strange
That's Homo Instagramus, a new species of hominid that exists only on Instagram, as it requires excessive camera filters to stay alive. When deprived of filters, the instagramus' genetic code loses stability, and it reverts back to a human being.

Bad airbrush job/filter to smooth skin.
My Samsung phone does this to my skin if I put the filter on. It's pretty ridiculous looking.
Possibly a face filter but I think it's just a little blurry because it's a still from a video.
This looks like poorly done masking of skin issues to me. Notice how it excludes the eyes and parts of his skin near the hairline are not blurred.
