What vat? The vat the us somehow doesnt know how to apply or declare on international packages so i always ending up paying vat twice? Oh that vat.

Pay sales tax on purchase and then again on import to border control because they believe vat wasnt paid yet because it wasnt declared right

It wasn't declared as vat because usa doesn't have vat, only sales tax. Sales tax is similar to vat, but not the same, so declaring sales tax as vat would be fraud.

Yes, but also no. Friend of mine works in the business of import and export declarations and he says there are forms and checkboxes that need to be ticked to not have this happen. Yes sales tax is not vat, but when declaration of import happens there are methods/procedures to have them be compatible
