I've only ever had electric mowers and one old fashioned push mower. The electrics have all been as loud as a gas powered one. But a push mower is pretty much silent.

the push mower I use is either loud or not cutting depending on the setting up, but I like it a lot

It's a huge difference in noise. We had petrol one and it was VERY loud. You can hear electric, but not in annoying way.
