The lack of a multiple of three rounds in the mag is on purpose! With 25 rounds in the mag, you get eight 3-round bursts and a single round left over. When you hear one round instead of a 3-round burst, you know your mag is empty.

Not really necessary tbh. Most rifles will lock the bolt back on an empty mag, and it's fairly easy to feel

Modern rifles, sure. The FAMAS was developed and put into service before last round bolt hold open became mainstay. They eventually made a variant that takes STANAG magazines, but I don't think they were able to implement LRBHO because of the inherent design of the action.
