Because having a contract is how one can tear someone apart for breach of contract.
Did you see what happened last year when there was no Starlink contract? Musk just didn't enable it for Ukraine's offensive, and he had the law on his side.
Now that Starlink has a DoD contract, Musk can say anything... then do as ordered.
Same for SpaceX (only US launch platform capable of putting people in orbit).
SpaceX I understand, Tesla I disagree with but understand (“the EV future”), but yeah not starlink
