Prohibition never worked in history, not with alcohol, not cannabis, and definitely not with tobacco. Where I live few people still smoke, but that was achieved with education about the risks of tobacco, and a general cultural shift, not by banning tobacco.
the same law is in i think entire EU. the point is to make smoking less attractive to people, making tobacco use lower and so lower burden of pulmonary diseases. it seems to be working
The point is not to ban smoking, but to make it less appealing. This has worked extremely well in Finland, combined with education about the risks.
You are kinda right but at the same time, everyone I knew who used to smoke menthols stopped doing so.
I heard that Ukraine is trying to make weed legal so they must share your opinion about prohibition in some way.
It's just that nicotine is such an addictive drug with so little use for health. Also vapes and menthols are often marketed towards kids so there is that...
