My guess is that he planned on a popular uprising to join him along the way, and while he’s super popular, so is Putin. It didn’t materialize.

The official said the majority of Wagner fighters in Ukraine β€” 49,000 β€” were prisoners.

I'm guessing they compromised a large portion of the dead. So not 21% of his normal forces.
