No, there's a bit more to it than that. The whole point is stochastic terrorism is that it's not obvious to outsiders. It's coded, so that there is some plausible deniability when violence actually happens.
But it depends on the perpetrators to read the code correctly. Trump has spent a lot of time cultivating a group of folks, who did political violence on his behalf on Jan 6, were prosecuted for it, and then Trump pardoned them all. But part of his appeal to them is his ability to keep promises on things they care about. Now that Trump is backing away on the Epstein stuff, he doesn't want one of these loonies to decide that Trump was the problem all along. He is doing just enough to ensure that his brown shirts don't turn on him.
