I thought this couldn't possibly as stupid as it sounds, so I read the article carefully and yes, it is as stupid as it sounds.

We are committed to protecting Richmond's waterways

Wouldn't want all that street runoff - full of dirt, oil, animal droppings, and who knows what else - to be contaminated by a little caffeine.

Well, can't have the sewage rats going all hyper or something.

UK in a nutshell. Can’t afford to provide basic social services. Can afford to pay three people’s salary to ensure coffee doesn’t end up in the drain.

This is the same ~~country~~metropolitan area that, in one day in 2021 (just the first result I found) pumped 1 billion gallons of raw sewage into the Thames.

Richmond-Upon-Thames Council has now said said it had cancelled the fine as it was "likely" that Ms Yesilyurt's appeal would have been successful.

Sounds like everyone involved knows this is a stupid law.

The law is not stupid. This interpretation of it is stupid. It says not to pollute down drains. This was some coffee.

How do the asshole enforcement officers sleep at night when they pull such petty shit?

Can't contaminate the motor oil, soot, rubber, broken glass, microplastics, litter, and accidentally-spilled coffee with purposely-spilled coffee! I hope the enforcement officers didn't damage their pearls, or let them slip into the drain, from all that clutching.

More seriously, this smacks of citation quotas to me.
