The IOC said in a statement it was also cutting off all discussions about any potential Olympic Games bid by Indonesia until the government provided assurances that all athletes, irrespective of nationality, would be eligible to compete there in future.

That's actually part of the point here.

Indonesia are banning the Israeli individuals from participating.

IOC bans 'Russia' but Russian individuals are free to participate under the AIN flag.

If Indonesia simply changes it to ban 'Israel' but allow individual Israeli's to compete under the AIN flag, it would be fine.

Athletes from Russia and Belarus will not be allowed to compete as neutral athletes in qualification events for next year's Winter Olympics in Milan and Cortina following a vote by the sport's governing body on Tuesday.

The International Ski and Snowboard Federation's (FIS) decision means that, unless a late change occurs, Russian and Belarusian skiers and snowboarders will not take part in the Games, which begin on 6 February.

In September, the International Olympic Committee (IOC) said it would allow Russian and Belarusian athletes to compete at the Winter Games under a neutral flag and strict conditions, as they did at the Paris Olympics, but the final decision would rest with individual sports federations.

I don't think they'd have a good legal way to do that. They don't have any way to compel the athletes to compete under the AIN flag. Athletes could easily state at the border they will, then compete under the Israeli flag, and there is little Indonesia could do. The optics of grabbing and deporting an Israeli mid-competition would be pretty bad

Isn't the ban to atlethes competing as representatives of the Russian Federation? They have competed as "independent" in the past.

Because it's an IOC events so they get to decide who can participate in their event and they don't want other parties to interfere with that. That is completely reasonable.
