If I were president I would shut the hell up about it while campaigning, then PARDON EVERYONE ON FEDERAL DEATH ROW FOR THE DURATION OF MY ENTIRE ADMINISTRATION and let the lawyers argue after 4 or 8 years whether resuming executions would have be come “unusual punishment”.
