I've played hundreds of hours of both games. Dl2 has a lot going for it and is an amazing game... On the other hand the story is awful past the first chapter.

Floorp is amazing
If this were to ever happen in my mind it makes the most sense for Oregon and Washington to come with... Though that's probably too much to ask
No if we did Neil would come in and save the world by making all the rich kill themselves...
