even without direct control, the president can be vocally against it and can urge Congress to stop funding the genocide. and if Congress doesn't budge then loudly call out those that are blocking it.

Yes, blame people who didn't vote for Harris too. I for one did vote for her. One can protest genocide but still vote for the better candidate.
