It’s usually 1000 PST (the time zone Apple is in).
That’s 1300 on the east coast and, I think 1700 in the UK? And isn’t the UK GMT? So the rest of the world should be able to figure it from there since time zones are expressed as GMT +/- X.
It is indeed 17:00 UTC. Europe is still using summer time, so it’s +1 for each European time zone. UK’s current time zone is British Summer Time which is UTC+1.
