Yes, but even that needs healthy slaves that hold up that empire, which he is absolutely devastating.
(I mean yes one could only care for a few years but he's speerunning it)
There'll be plenty enough healthy slaves as long as he can convince the paupers that either a) they can ascend to the ranks of the elite through good work ethic and unwavering support or that b) their struggles are the result of doings by some random marginalized group.
