I’m going to ask an ignorant question here. Do the people paying utility bills at places like this not have internet, or bank accounts, or debit cards, or a mix of these?

I worked for the company that did their loyalty program, and then it was told to me that many mexicans don't trust the banks enough to go there, and prefer these "independent" shops as an alternative.

Many people (event those who go to actual banks) just don't use banking apps, they rather take their physical money to a human cashier, doesn't matter if the queue is a mile long, maybe they feel it's safer or don't trust their phones for that shit. Who knows.
