Didn't he already sign one establishing that everyone is female? Is he now recognizing that trans people, do exist?...

Womens sports is an accommodation so men don't have to compete & lose to women
Gender is an imprecise way to classify athletes
Weight & skill level are more sensible

Trans girls are girls!

Trans women are women!

Sure, but aren't trans women at an advantage since they at least had male physiology?

The Olympics have been trans inclusive for a while now. Trans athletes have won precisely zero medals. The fear mongering and bigotry of "biological advantage" does not pan out.

Remember that fascism loves to use sudo-scientific narratives to drive their agenda. Sure, to someone who has little experience, they might sound compelling as they rely on a lack of understanding of an individual on a subject, but really think about it, Have you ever heard of a legitimate case of any trans athlete winning a major competition? How about it happening regularly? Do you know of any actual evidence to support this or is it more a "it just makes sense" feeling? This is important because they are making a non-issue out of something to keep your attention away from the real problems. Even if it is only a small part of your attention, it adds up, as this is but one of many non-issues designed to keep attention from the real atrocities they are setting up to commit.

No. Trans women's bodies lose a lot of muscle on HRT and more often than not, have less testosterone than their cisgender counterparts. Basically a tall trans woman is big boned at best.

There are also plenty of cis women with larger body structures and muscles than many cis men, let alone much stronger than most trans women.

No, but also, inclusion of trans people is more important than removing anyone that could potentially have an advantage. Lots of athletes that are very good at their sports have genetic advantages in one way or another.
