Under review for what? Are they going to tell him he can't sell it? That would require a spine.
What's the point of this "review" if the only possible conclusion is to just retroactively endorse what he did? It's not like Trump is going to allow them to rule against him, or abide by their findings if they do.
They could punish the soldiers who bought it.

Pretty sure the only thing they would do is tell the vendors that they can't sell merch on base anymore. The vendor would complain to trump and get access that way anyway.
Once he does something, there's no going back on it. Unless you prevent him from doing it to begin with, you're done.
Not even just that, they couldn’t have prevented it if they wanted to. The person who would have prevented it would have been fired and replaced with a stooge once Hegseth’s men told him to shut up and he refused.
At best a court will rule that he can't be punished.
