They are a decent "front-end" to google search.

They are also working on their indexing solution, but for French and German content.

They started serving search queries through their new index already two days ago.

As far as I understand it it is not only for French and German content, but rather their goal is to get big marketshares of search queries in these two languages.

It is also in talks with companies to spur the adoption of its index for enabling search within apps. Notably, it is targeting chatbots, presenting Staan (the index API) as a cheaper alternative to Google and Bing.

I thought they were a Bing front-end. Have they switched?

No it’s still bing but the indexing thing for Europe is correct, though that is largely based on work by qwant. Long term it appears the goal is to move away from bing reliance but that’s a big challenge
