And (probably) for his friends who happen to just have the tech handy to realise this project and weirdly get the tender for it. Oh he works at that place now that he's done woth being a politician? Nothing wrong with that!

Ah, I get it. The idea is to give a massive boost to the underground economy, forcing everyone without a digital ID to work completely off the books.
