However, like the above comment, it seems to refer to freeing electrons from the conducts, so, IMHO, you no longer have a vacuum.

If you could somehow maintain a perfect vacuum; I wonder how this concept Virtual particle would come into play (or if it would at all).

With sufficient voltage, everything is a conductor.

With insufficient voltage, everything is an insulator.

Neither may be conducive to those roles, but everything has some conductivity and some resistance (super conductors being a possible exception).

Our utilities are paid for by sales tax.

And since sovcits don't pay taxes, utilities are just completely free. /s

Sounds like a grand old time to me.

The most valuable thing on that paper is their autograph; and that still lowers the value to less than a blank piece of paper.

A lien is a civil matter, not criminal. The only part of government involved in the enforcement of that are the courts, and even then they only say "entity A has a valid claim against entity B". But the courts don't enforce (they won't sue on your behalf, or such). Collection is up to the winning party (at the winning parties expense).
