How do you come to the conclusion that only a VPN is blocked when the same VPN provider works fine when pointing the VPN to Saudi Arabia?
Most likely, TS is blocking all connections from Russia.
That the same message is displayed when setting the VPN to Russia.
I'm not in Russia and they're not blocking the Saudi Arabian VPN endpoint.
