Xiaomi, Oppo, Vivo, and OnePlus, are exploring the possibility of developing versions of the Android operating system that do not rely on Google Mobile Services (GMS).
Clickbait title. They're rumored to fork Android which will still just be Android without the Google suite.
Huawei has already produced an OS which is not a fork of Android.
Meh, that is just changing one tech giant for another. Both spy on you completely. It is not like either will be better for the consumer.
Phones will still use android, but manufacturers are looking to de-google android so it's not as heavily reliant on google services.
A example is the removal of the required Google play store.

Also I'm looking for a new laptop in the coming years and there's no way I'm putting Windows on it. I've been poking around and there are actually a lot of options for Linux laptops now!

Its not about Google services, its because the US government may prohibit foreign manufacturers from using Android.
Don't sleep on Google Services.
If you're not an iPhone user, those "services" are what keeps Google from killing Android entirely. Waaaayyyy too much data collection to just brush your shoulders off over.

Lol. Good luck on that. Because for one, it's not true at all. The general public is and has been brought up with Windows. Ignoring how incredibly difficult it is to get folks used to an OS, let's take a moment to imagine how painful it would be to get people used to an OS that doesn't hold your hand for you.
Linux has it's place. But it will never replace Windows. Even if MS went backrupt and closed shop, Linux is not ever gonna be the next go-to OS.
Linux is doing what it's always done.
It's being amazing in it's space as-is and it's simply existing and being useful. Trying to push Linux onto the mainstream is never gonna happen without overhauling and changing what makes Linux amazing to begin with.

I'm worried about Chinese mobile OSes intentionally designed to make it difficult for VPN apps to work, and companies would just give up trying to design a separate app for the Chinese market, which reinforces a tighter grip on censorship.
Not to mention, all the other FOSS tools that would no longer work if they make android .apks incompatible, including a lot of encryption apps.

I'm not so sure about that. Some of these brands (and their sub-brands) enjoy significant market share outside of China. I suspect it would be in their financial interests to continue to maintain "global" versions.
Problem is, we'll be getting even worse spyware with the backing of the Chinese government.
