"Ladder two-wheeler with underglow" was not on my 2025 bingo list.

Without the video specifying a locale, I could fill this comment with how California law has a weird prohibition on bicycles with handlebars higher than one's shoulders, but that would first require that I determine if said ladder would even be a bicycle. It might actually be an e-scooter. But instead, I'm just going to roll with it [pun intended] and enjoy the spectacle. Everyone needs some joy from time to time, including us watching and them riding.

Never forget to just go out and ride.

In some jurisdictions, groups of small vehicles like this can move through intersections as if they were a single vehicle. It makes sense because a peleton would take forever to move through a stop sign otherwise, and nobody wants that.

It's possible the front of the group stopped, and when the riders in the shot caught up the front of the group was already proceeding.

This might be one of those Critical Mass ride or similar smaller event in that particular area.

Also stop sign is stupid. Some place treat stop sign as a yield sign, and some place allow people on bicycle/micromobile to treat stop sign as yield sign.

Critical Mass is bicycles, not assorted motorized art vehicles. It has a specific protest/advocacy goal of demonstrating the need for bicycle infrastructure that using a bunch of other sorts of vehicles (especially 4-wheeled ones) doesn't really serve.

This is closer to something like ATL Bike Life (https://www.youtube.com/watch?v=ndh7s4LMNd0, https://www.youtube.com/watch?v=xlJAySvoH9M). Not the same, to be sure, but closer.

Yup, Idaho stop, my state just legalized it this year and Colorado, where this seems to be, also has it. I just copied the title of the original post and I interpreted it as sarcastic anyway.

Yes in Colorado cyclists can legally treat a stop as a yield.

Yep, it's commonly called the "Idaho Stop". Spending less time in intersections is safer for cyclists, and to me the biggest benefit is shutting down drivers that complain about bikes not stopping completely (even though most cars roll through anyway). If it's busy cyclists still need to stop and wait like normal.
