"Comfy"? My go-to answer would be Aria (the Animation, the Natural, the Origination), but lately, that has been matched by Natsume Yuujinchou as my go-to when I just want to relax. There's also "Tanaka-kun is Always Listless" but it has enough humor that breaks the "relaxing" mood. Bakaramon might be a better match, but it isn't really fitting the bill.
Thus, my answer would be these two:

It's new but I still rewatch it multiple times a year, one punch man.
It's nice to watch an anime that isn't revolved around sex.
Nichijou, Frieren, Spy x Family, Initial D, & Wangan Midnight.

Winter outside, warm tea and blanket, and watching Horo is the most cozy time of the year.
Isekai Isakaya - short miniseries about a western style restaurant that has its front door connected to a singular spot in another world.
Diary of Our Days at the Breakwater - it's one of the awwducational animes that I feel like the Japanese government pays for to introduce younger generations to traditional/outdoorsy activities. This one is about fishing.
Miss Shachiku and the Little Baby Ghost - it's just a moe so sugary sweet it hurts.
Kuma Kuma Kuma bear! - it's a fluffy isekai that doesn't have any real stakes or anything too severe happening. I'm working through the light novel since I heard it finished.. And honestly it's all so pleasant.
Ya boy Kongming - silly musical anime that just drops some three kingdoms lore into the modern day. I don't recommend dubbed as they didn't localize the rap battle towards the end.. And also didn't subtitle it.

Not a comfy watch but the world has this nice charm to it.
I definitely get where you're coming from. NieA_7 was my first thought, which is another yoshitoshi ABe work. There is something cozy about his work, even though it can be intensely emotional at times.
That's my 11/10 anime, but I find the atmosphere of the show more oppressive than comfy. Though I can't deny that Old Home has a certain charm to it.
It's not a comfy anime, but I've watched the first season of Psycho-Pass about three dozen times, and it's become so familiar to me that I find it comfy.
The first season is the best Every season it just gets worse.
I only own Season 1 on bluray
I love rewatching Sword Art Online. The role playing aspects are really well done and the characters are easy to love

Most comfy for me would K-On, with The Demon Girl Next Door and Bofuri being strong contenders.
Another good comfy anime that others haven't mention is 'Tis Time for Torture, Princess.
Definitely Chihayafuru. Not CGDCT and perhaps too much drama for most to consider comfortable, but to me that's the most comfy place to be 🥰 And I must mention Manabi Straight! ofc, most underrated CGDCT of all time and also very comfy.
I wouldn't really call Gakuen Utopia Manabi Straight comfy compared to other CGDCT anime, but it is very underrated indeed. It has some strong moments when the iyashikei really hits like when Mikan and Mei are on the roof.
Hehe, yeah my comfyometer clearly favors a bit more drama than most, but I get restless when there's no development at all.

The top spot is probably shared by Interviews with Monster Girls and Machikado Mazoku.
But then:
Bofuri. Bocchi the Rock. Hinamatsuri. Girls und Panzer. Gabriel Dropout. Sakura Quest. Patlabor. Mitsuboshi Colors.
Not an anime, but Bee and Puppycat is peak comf.
Yuru Camp is definitely the top one for me. Then Girls und Panzer and Bocchi the Rock. I pretty much just cycle through those.

Robotics;Notes is really comfy, even though it actually does have a plot.
K-ON! is pretty great, I remember it being quite comfy, too. Haven't rewatched it in a while, though, maybe it's more hyper than I remember - there was no Yuru Camp to compare it to when I first watched it.
The only one that could count as "comfy" for me would be Angelic Layer.
That’s old school and I love it. It was a good series. I enjoyed how they actually gave thought to the music and the fight mechanics. Wiggly Icchan….

Crayon Shin-Chan, Perman (and One Piece too but not as comfy as the other two)
Do It Yourself is comfy as hell
Probably Hanayamata all in all, though most CGDCTs would qualify, and that's one of my favorite genres, so I have a long list of them.
For me it is Detective Conan. My comfy movie is either Howl‘s Moving Castle or Castle in the Sky.
Almost all anime I really like are super stereotypical comfy anime, picking one is very difficult. The most underrated is Hidamari Sketch in my opinion. ARIA is also extremely strong. Non Non Biyori is a classic. For a lesser known one I put forward Tanaka wa Itsumo Kedaruge. Apart from that most good CGDCT anime have a strong Iyashikei component to them are very comfy. Classics are Lucky Star, K-ON!, Azumanga Daioh and Ichigo Mashimaro. For more modern takes on this type of anime the newer Kirara anime such as Kiniro Mozaiku, Gochuumon wa Usagi desuka and Yuyushiki are popular under "comfy bros".
