For things that are "hmmm".

Roll a perception check.
The hair comes from all the people that have slipped and died falling down those stairs. They get absorbed before anybody is even aware and remain vertical with the skull making the stair. The hair cannot grow on its own; it must be replaced.
Imagine breaking your neck falling down the hairs.
