iBroadcast — You upload your own library and stream it anywhere. The premium tier allows higher bitrate streaming. The devs are very responsive and friendly.
If you want to do it legally, pretty much internet radio is what's left given that list. Though you seem to have missed Deezer from your list, I think they have a free tier, so that's worth a look.
Oh also SoundCloud depending what kind of thing you listen to.

Not something I use but did notice that https://www.pandora.com/ still has a free ad-supported tier.
Before Spotify, Pandora was the goat. Idk what happened
Dunno about 'best,' but:
- Shoutcast Network. A search engine for content is also built in to venerable WinAmp (still being updated, yes), altho Shoutcast isn't quite what it once was IMO.
- Magnatune.com. You can listen to free music directly via their site, but also via M3U-format streams, which work in various, popular players, such as FUBAR and WinAmp. What makes Magnatune pretty distinct is that it once served as an online Indie label, and has an incredible catalog of unique stuff you won't generally hear elsewhere, across a load of genres.
